windows 2003 with 98 clients

I have sevral windows 2003 servers with a mix of xp and 98 clients. One dc failed ( not the operations master), I installed a 2nd dc on a new system, my xp clients were happy, but my w98 clients could not even logon, even though config.pol points them at my primary dc. I have installed W2003 on the old dc , but left it as a file server. Should I promote the old machine to a dc, or should I use ntdsutils to seize old machine. ? Is there any registry fix I can use on my W98 machines to get them to see the network again
