Windows 2k application permissions?

I would like to know if anyone has experience setting up multiple applications on a pc and allowing those who are just domain users to run the apps.. I am in a 2000 user enterprise environment... (all novell file and print servers and some nt4 exchange servers).. I have run into issues with file/registry permissions needing set before a normal user can run the apps... I am looking for as much info as possible on an easier way to manage this process and allow administrators to install software and users to run without searching for reg keys and files to add permissions too...

This often occurs to using legacy
application on Windows 2000. There are
two solutions that I know of. One is to
add the user to the power users group
(not the most secure soulution, but it
works and it dosn't give you a head ache.)Also there is a client compatability
templete you can apply to allow users to
use legacy apps. I don't remember the
name of the template rifght off, but you
can find it in the Microsoft training info on
the Microsoft Website or technet.

I have used the power users group as a
solution to this type of problem, but I didnt
have any real security concers in my
enviroment. The compatibility template
also lowers your security settings, but
dosnt open you up quuite as much.

Thanks for the info... I am of course familiar with power user option (which I am trying to avoid).. I would still appreciate any info on that template.. I could not find it...
