Windows 7 default save behavior

I have an encrypted folder on a tablet (OS = Win7) that is the default save location for all applications. If the folder is not mounted and a user attempts to save something (for example in MS Word) the default “fall back” is C:\Windows\System32. The gold standard would be to have a specific network drive be the default save location for all applications and if the network is not detected then the “fall back” would be the encrypted drive instead of the System32 folder.

This will have to be the behavior for all user accounts (more than 40) cached on the machine.;

Any suggestions on how to accomplish this?
