Windows 7 Explorer View Path location Bug

Well basically I will try to explain this problem.
Any time i open an Exporer view (folder, Control panel) what happens is this:
At the location view (where you can see the folder you are in or the path) – there is an arrow on the right side of this. When you click this arrow you get an history view of all locations you have been and so on – everyone knows this ….

What happens to me is that as soon as a folder is open it looks like this arrow is being clicked continually and very fast and it prevents me from trying to click anything else within that folder view.
I restored the PC to the factory configuration and it is the same even right after restoration.
This is a Lenovo PC with windows 7 Home Premium, and internet explorer 8.
Please help
