Windows 7 Startup fix wont work

Have tried 8 times to do a Startup Repair, and System Restore, to get windows 7 back running right, using an install disk, and it will not seem to work.
I've tried it in safe mode, and still nothing.
I installed a new board (exact same one) could that be that problem ?
Iam using an upgrade disk to repair, is that it ?

what does it say it found? what does it say it fixed? when you try doing a system restore does it find restore points? It sounds like you can boot into safe mode - does everything work in safe mode? Have you tested your hard drive using the manufacturers diagnostics? When you try booting your computer normally where does it stop in the process?

even in safe mode it does the same thing.
Restore points - lists last 6, but reads, "did not do successfully" when I click on them (all 6)
Booting Normally - Blk screen, opt start normally, or launch repairs. Windows error recovery, Win failed to start/ hardware or software change
did check disk, and it found no prob w/ file system
Start up repair diagnosis repair status - boot status indicates that OS booted successfully, under system disk, # of root causes=1, all other tests successful. currentlly running check disk again using f/ r/ x/
It is running these with out the upgrade disk in, so do i really need the disk ?
