Windows 95/98 to floppy disk

I have a gateway Solo 2300 that has no OS. It only has a floppy. It will not load Dos. How can I take a Windows 95 or 98 and put it on several floppies in order to load the OS? A boot up disk does not work with out a CD RoM.
