Windows 95 Clients Hang at Startup

We have Windows 95 clients that use SMS 2.0 that will randomly hang at startup. The Close Program window shows that the odpwin9x.dll is not responding. As suggested by Microsoft, the netapi.dll file is in the proper folder and also has the correct date and revision. The latest service packs have also been applied to SMS. This hasn’t taken care of the problem. Any helpful information would be greatly appreciated.
