Windows 95 memory problem

I am running windows 95 and very often the computer locks up when i try to open up a Dos based program. Is it true that windows 95 has a problem with freeing up memory after closing a program and if so what can I do to remedy the situation? And then, after it locks up I usually have to reboot 3 times before the system comes up completely.
