Windows 95 Network problem connecting to

We have a mobile Win 95 machine that is connecting to our network via a fractional T1 line. It is using one 64k channel of the line. It is also sharing that connection with 2-6 other computers. After someone logs on to the network with this machine, not all of their mapped connections are there. We have a mixed environment of Novell and Microsoft. We don’t have a domain controller for Windows. The connection we are trying to make is to a Win NT 4.0 Server. The user is having to log off and log back on several times before the connection is finally made. Since the connection can be made, but not every time, it seems to me that there is a timing problem. How can I increase the time that Windows allows the network card to complete the negotiation for connecting to this resource?
