Windows 95 policies and security

I am working on a guy's Windows 95 machine that he inherited. I am unable to log in and have any kind of significant navigation ability because of security. I can't even create a short cut on the desk top. IN addition, I cannot access control panel.

Interestingly, I can navigate around enough to get into the system directories, etc. Therefore, I was able to access the Windows directory, but many of the text files are not able to be accessed because of security. This is true even in safemode.

I believe this machine has the w95policy.exe installed. I believe that if I had access to control panel, I could probably use add/remove programs to remove this thing.

I can boot up with F8 and get a command prompt. I actually looked at the policies; I am a little unsure about how to deal with files in the policy editor. In addition, the executeable file is essentially gibberish.

Can you just delete these files? I wouldn't necessarily think so. But I don't know. And if I could, how would I?

Before, I could access everything by going onto the machine as administrator and hitting escape. I had full access at that time. We did not have a password. I tried renaming the PWL files and creating new passwords for all the accounts. Still no real access. I did not know the machine had this policy until after I couldn't access very much in the GUI.

HELP!

Just rename all the policy files and windows should return to it's origional "unsecure state"
