Windows 95 workstation

If the system has detected a conflict for IP address with the system hardware address and the interface has been disabled. I have tried to uninstall/reinstall Windows 95, NIC card and TCP/IP and yet the problem still exist. I am currently running Novell NetWare 5.1 for OS. I am able to log into the network, but denied access through IP. What could be the problem?
