Attempt to re-install Windows from the CD that you got with the computer. If you are lucky, it will have multi-language support.

However, if my understanding of language support in Windows 98 is correct, you will need to aquire a US (english) version of Windows 98 and install that version.
One source for Windows CDs is www.bigclearence.com

While you can change some language settings in Windows (keyboard layout, and IE language) these settings do not affect the primary user interface, orGUI for short.

In order to ease the problems, re-install windows 98 is the best choice.

But make a "clean Full" install.
It is best to delete the system in the computer.
1) Boot up with a CD or floppy disk;
2) format c: (your hard disk)
3) Re-install the windows 98 (English)
