Windows 98 Boot does not Logon

I have a Windows 98 peer/peer network with 3 Win98 computers on it.While booting 1 of the 3 computers, same one each time it boots to Win desktop. To get on network the user has to do a START, Logoff and then is prompted to logon and is then able tosee network. Have reloaded o/s and removed and readded unit to the network.
