Windows 98 freezes shortly after boot

I have a Dell Dimension L933r pc running windows 98. The system boots and then freezes shortly after it boots. It does not freeze in safe mode.Other times the video goes black and I need to reboot. The pc stays on while the video is out and the light on the monitor stays green. It also will not freeze if I let it sit at the windows log on screen. I have run anti virus on pc. The video is onboard and I did not find a way to disable it in bios, just lets me select onboard or pci. I have removed the cards and swapped memory with known good new stick still locks.
