Windows 98 Icons

We have some Windows 98 SE client PC’s that have a problem with the displaying Icons. The NAL delivered Icons can be identify by a Red Arrow; the Hard Coded Icons can the identified by a black arrow in the left bottom corner of the icon. For some reason the black arrows from the hard coded icons disappear leaving a blank white box in the left hand corner of the icons. Any ideas would be greatly appreciated.
