Windows 98 not booting

Hi,
I have a windows 98 computer, When I turn the power on it appears to be starting but there is nothing displayed on the monitor.I tried a different video card that does work, also tried changing the memory still the same results.. The power pak appears to be okay,could it be the power pak is not putting out fully.Has anyone else encountered the ssame problem. Any help would be appreciated….
