Windows 98 preview pane

My question regards the window pane in explorer when you are viewing files that allows you to preview the contents of a file. When I click jpeg files it doesn’t give a preview in that window. This is a very usefull option when scanning through imagefiles. I was wondering how I could go into setting and configure this to work. It works with other file types such as html shortcut links. Any help will be greatly appreciated. thanks.
