Windows 98 SE Installation Problem

Windows 98 nor Windows 95 will install on two different 20 Gig hard drives configured with FAT16. At startup, when scanning for setup files, the process hangs. FDISK /MBR & FDISK with Format accomplished on several occasions with no success.

Best to change to Fat32 not fat 16 may be the problem

FAT16 will allow you only to build partitions upto 2 Mbytes only. If you are installing Windows 98 I recomend you to build the Fat32 instead of Fat16. Is there any specific reason you want it to be FAT16?
You can bet that's your problem, delete this partition and make it Fat32 and it will work just fine.

If you are tied to FAT16, make the disk into a number of partitions and keep them under 2Mb size. This way you loose less to the cluster overhang.
