Windows 98 SE Startup Woes

I just bought a brand new 800MHz AMD Thunderbird PC w/128 MB RAM and a new Motherboard as well. My problem is that after loading or attempting to load the software for the Motherboard and rebooting, I receive this error message: ” Error loading Explorer.exe. You must reinstall Windows ” I lost my Windows 98 SE CD-ROM. Is there a way to fix this problem without having the CD-ROM ??? The new PC in question came with all the hardware except a Harddrive and OS. Please Help !!!
