Windows 98 Shutdown problem

Our current config for Win98 includes Norton Corporate AntiVirus; Client 32 for Netware using Intel Pro100 NICs. These systems login through a Netware 3.2 server into an NT Domain( 4.x). We have deleted temp files to solve the shutdown problem in the past but this does not always work. MSN lists several solutions showing a multitude of combinations, none of which fit this config. There are several other in-house programs in use that have Power-Builder and Oracle as the development base. I will attempt an on-line update by MSN on a test system but I am not confident that this will work as I have tried a few of MSN’s published(downloadable)fixes for this problem. I am not looking for a quick-fix (although that would be nice!) but I am willing to go to extreme measures to resolve this down and dirty and even to the Registry level if need be as long as that fixes the problem. Any help will be greatly apprecaiated and given the proper credit.
