Windows 98 system resources

How can I increase system resources on Windows 98?
It has been running about 60% until I log on to internet and e-mail, then it’s down to under 50%. I recently added an HP Jornada 548 and this drags it down to 43%. I have added more memory to my maximum of 256k.
