Windows 98 won't shut down

When I click on the start button click on shutdown then select shut the computer down I click OK and it goes right back in to windows. The only way to shut it down is with Ctrl,Alt,Del or just kill the power.

Check wether Advanced power management is enabled from your computer BIOS's Setup

Try reinstalling Windows 98

Also you can use SFC.exe (System File Checker) that comes with the Win98 Setup disk, for recovoring system files that may have been damaged

Are you running Windows 98 Second Edition?
It sounds like one of the variations of Win98SE's shutdown problems.

A Patch is avaiabe from MS.
Try:
