Windows 98 won't shutdown

I have Windows 98 as clients in an NT domain.Users are having problems shutting down their pc.When they click start and choose shutdown,the system will close all programs as if it's shutting down but the system will freeze to the screen Windows is Shutting Down.Even if you left it overnight users can still see the same screen when they arrived the next day.Can you pls help me on this. Thank you.

There's a problem with Windows 98 shutting down do to mapped network drives. This has been a known issue that's blasted my company as well.

Here's the fix, it worked great for me:

Up-dating video drivers, and disableing fast shutdown often fix shutdown problems.

Create shortcut with command line:
rundll user.exe,exitwindows
and use it to shutdown your Windows system. More information in Microsoft KB Q234216.

If it is win98 then check whether all the softwares are shutting down. If it is Win98 Second Edition it has a bug that it doesnt shut down the system. You have to uncheck the fast shut down button from the system properties, file system.
