Windows 98SE Hangs on Shutdown

Now I know this question has been asked many times and I have read all of the replies, however after doing most of what was recommended, I still have problems with shutdown. However when I go into safemode, it shuts down correctly. When I restart, it will shutdown correctly and restart as per normal.
I have gone to the microsoft page and followed their instructions on shutdown and testing, but still no correct shutdown.
I have installed all the patches required - wont shut down.
Made a shortcut using rundll.exe - wont shutdown
I have upgraded my VGA driver - wont shutdown
I have disabled my power settings in the control panel - wont shutdown
I have run sfc and it detected a corrupt setup file, I restored from CD but still no correct shutdown.
I have checked my device manager and there are no conflicts and no duplicate entries.
This is a new installation of Windows 98SE which was installed by an outside company. I did notice that they have fiddled with the logo and it has theiradvertising on it. Im not sure if this could be part of the problem or not.
Im going insane here. Anymore suggestions or is there something I may have missed?

If you have Norton's Antivirus, check your scan floppy on shutdown options.

Go to Run, type msconfig,go to advanced check disable fast shutdown it may already be checked.

Does the logo screen start in safe mode where you are having success?

Safe mode is not loading something that Windows can not close thus it works okay. Normal mode is loading something that Windows can not close or continually waits to close.

Try opening "msconfig" from start, run and remove checks from all items on the Start up tab. Disable everything from Config.sys and Autoexec.bat tabs also. On the Win.ini tab disable the Run and Load lines under Windows folder. Then click OK and reboot. Try to startup/shutdown multiple times. If shutdown works okay use msconfig to turn on one item that was disabled at a time until you find the one that is the problem. Be sure to reboot and shutdown/restart with each item you enable to catch whenthe problem returns.

The machine doesnt have antivirus loaded.

There is no option for me to "disable fast shutdown" when I click "advanced on msconfig.

I unchecked everything in the startup tab, config.sys, autoexec.bat and also the run and load on the windows folder.

I restarted the machine and then chose shutdown...it still wouldnt shut down even though I they all were unchecked.

Anything else??

Just checking the obvious: Make sure you don't have a .wav file on windows exit in the Control Panel -> Sounds applet. This can cause shutdown to hang (usually if the .wav is damaged).
Next: Though I have never seen a changed logo hang the shutdown process, this may be the cuplrit. The location of the startup/shutdown bitmaps are: startup - c:\logo.sys wait - c:\windows\logow.sys safe - c:\windows\logos.sys
You can open these with mspaint.exe for editing or just looking at them. Here is a location that will tell you more about startup/shutdown logo modification. http://www.suite101.com/article.cfm/windows_98/38714
Next: You might look into an automated shutdown utility for further troubleshooting and isolation. I recommend winsoft's shutdown now! at http://www.dworld.de/winsoft.htm

I dont have any wav files that would affect it on shutdown
