      Hello,
the easiest way to solve your problems should be to use a proxy server. For evaluation you can use a freeware proxy like “jana”. You can find it at http://www.jana-server.ocm.de
It’s in english too. So don’t be afraid of the de domain. It is easy to setup. Runs under Win9x and NT. Contains a mail-server module and is absolutely free. You have not to care about the ics only the tcp/ip protocol is to be set up right.
Setting up a proxy is easier than the ics!

In order for the Internet Connection Sharing (ICS) host to function, you must log on to the computer running ICS.

All clients must have an active network stack to be able to gain access to the Internet via the ICS computer. To activate the network stack, you must log in. If you click Cancel in any logon screen, the network stack is disabled and you do not have network connectivity.

Otherwise, disable ICS on the win98 PC, reboot, and re-enable. Check Win95 client IP setup (DNS, Gateway addresses).
