Windows 98se Shutdown

Hello,
I have a system that has Windows 98Second Edition. Every time someone tries to shutdown the system it completly locks up at the “Windows is now shutting down your computer” screen and you have to shut the system down via the on/off switch. I have reloaded Windows and it does no good. I have checked for corrupted files and found none. I have also ran virus scans and those have come up negative. Is there another route to take short of re-formatting the system and reloading from scratch?
