Windows cannot access the specified device, path, or file

Hi eveyone i need some help with this problem, i deleted some of my windows files, now i can't get an access to all my files and folders, i can't run or save any files, i keep getting this messege. Windows cannot access the specified device, path, or file. please helpe me

You need to reinstall the files you deleted

Insert your Windows CD/DVD into the drive and reboot your PC. (You may need to tell the PC you wish to boot from the CD-ROM/DVD drive; in most cases, press F12 to access the boot select screen.)

When asked what kind of install you wish to perform, press R for Repair. Press Enter through the rest of the install process. When it finishes, you should again be able to access all your files.

Help I took off two of the tires in my car and threw them out (they looked odd and ugly so I thought I did not need them) how can I get my car to roll down the road again??
Obvious answer: Why did you take the tires off to begin with? (stupid question, since the deed is done) Smart answer call a tow truck(tech) and have your car fitted with new(or old) tires. and DON"T Throw out stuff you don't know what it is...
