Windows cant load driver for DVD/CD-ROM

How do I fisx this?? Please, help. Windows2000 cant find my Toshiba DVD/CD-ROM Driver – it says.

“Device Manager Error Code 31”
This device depends on another device that is not functioning correctly.
The Add/Remove Hardware Wizard says “Thisdevice is not working properly because Windows cannot load the drivers required for this device. (Code 31)”
