There are several possibilities here. Are you by any chance using an AMD K6 processor? If so you may need the infamous K6 patch.
This problem usually manifest itself during installation or re-installation of Windows 95 and it is therefore not always possible to implement the solution in the manner suggested by Microsoft. Try the method outlined below:

- Obtain the patch Amdk6upd.exe
http://download.microsoft.com/download/win98SE/update/1/w95/EN-US/Amdk6upd.exe

- Clock the CPU down to 300 mhz.
- Install Windows 95. Do not load outstanding drivers.
- Install the patch by running Amdk6upd.exe
- Re-boot the computer.
- Clock the CPU up to the correct speed.
- Re-boot and let Windows 95 load to desktop.

Are you installing Win95? If so, look here:

If you are using a different processor and OS look at:

If NONE of this is any help, please give me some more details about your hardware and software. I'll see if I can assist further.

Make sure to remove any spaces in any of the URLs above.

Good Luck!

Saw this several times and best solution I found was;

Back-up all essential files.
FDISK
Format C: (and any other drives)
Reinstall operating system and ALL upgrades.

Only manifested on one particular off-the-shelf system, and normally withonly Win 95. But until upgrades were installed Win 98 upgrade gave the same error.

During boot up edit the BIOS. Go to part asking about Initial Display and if you are using an AGP video card change the Initial Display to AGP and close BIOS editor saving changes.Error should go away.
