Windows Explorer has encountered problem

Every time I click on “My Computer,Internet Explorer, Control Panel, and Recycle bin” I get the message “Windows Explorer has encountered a problem & needs to close”.
I can use a limited set of normal programs.
I am supposed to be an admintrator, The other account a normal user CAN GET ON ALL the above.
Any idea what’s going on?
