Windows file protection

i do not want to really rely on windows vista file protection methods since other methods are available to exploit a protected file from being deleted or replaced,also these are so in day to day that windows file protection method has been left for protection from a child. i want a disk sector protection for windows that can be applied to a file so that even myself cannot edit it once protection is applied(as i am not updating it so its fine)but could be read by everyone and only be deleted when i format the drive or disk.
