Windows file protection

i do not want to really rely on windows vista file protection methods since other methods are available to exploit a protected file from being deleted or replaced,also these are so in day to day that windows file protection method has been left for protection from a child. i want a disk sector protection for windows that can be applied to a file so that even myself cannot edit it once protection is applied(as i am not updating it so its fine)but could be read by everyone and only be deleted when i format the drive or disk.

This is available with some versions of Vista

This do what you want? If so It's built in at no additional cost.

This method encrypts the file but if i want this file to be only read by the nodes but cannot be changed than something else is required or you can say file should be just operational to system such as .dll.
