windows installer in windows xp pro

cannot find windows installer,have used microsoft article id886630 resolution to try and cure.have completed all instructions except method 3 which is reinstall windows,error message appears,program on pc is newer than on disc,cannot install.

When you attempt to install a program that uses Windows Installer, such as Office XP, you receive: "The Windows Installer service could not be accessed. This can occur if you are running in safe mode or if the Windows Installer is not correctly installed. "

This error is probably the result of a damaged registration service. To resolve this issue:

1. Open a CMD.EXE prompt.

2. Type msiexec /unregister and press Enter.

3. Type msiexec /regserver and press Enter.

In the case of reinstalling I would backup all personal files and drivers that you may have downloaded and format then do a fresh install, then install SP2 then reinstate all your files and drivers plus a reputable Antivirus program as well as malware programs, (my pick would be Webroot Spy Sweeper)
