I have a Korean version of Win98SE. Is it possible to convert this to English without re-installing my OS?

I agree with soulrider.

In addition, unless your Windows CD is multi-language, you will need an english language version of Windows 98.

You may be able to install the english version over the top of your existing installation.

This will maintain your software and hardware registry settings.

While sometimes it is possible to do so... not everything gets changed and problems tend to crop up because of the differences in International languages. (I've see this happen with Japanese versions of win9x too).

I suggest that you fdisk thedrive and totally start over with the English version of Win98se.
