windows license usage in other countries

is it illegal to buy windows server 2003 in united states and use it in other countries?

Yes, it should be. See the MS site here:
http://www.microsoft.com/exporting/

and an excerpt from their site:
Mass Market: The U.S. government regulations allow mass market encryption products containing strong encryption to be exported under 5D992, NLR (see above) after a 30-day review. A "Mass Market" in this column indicates that the software has been reviewed by the U.S. Government and has been approved as mass market software.

Hardware also has restrictions, but should be legal for US companies overseas.

No, it shouldn't be. If you can buy it in Taiwan, that should be OK, too.

funny, i wonder what Cuba, Iran, Libya, North Korea, Sudan, or Syria people use for their operating systems.

i am going to purchase Windows 2003 (english standard 32/64) in taiwan, does this mean ok?
