Windows Live toolbar

I have the Windows Live Toolbar loaded in my IE 6, W2K system and it will not stay where I put it from session to session. It ALWAYS moves to a dedicated line. If I move it, it stays put as long as that window is open, if I use the lock the toolbars option it moves to its own dedicated line! Extreme nuisance. It appears to work fine integrated with IE 7 and XP at home. Here we aren’t allowed IE 7 (won’t weork on W2K anyway). Any suggestions on how to make it behave?
