windows load bad

When my system is loading (server 2003) it comes up with the "Now loading Server 2003" splash screen, but then blue screens. I have tried with safe mode, last known good, and even booting to CD. When I boot to cd and go to "repair with recovery console, it doesn't show any current windows installations. Same with trying a straight re-install repair. Any suggestions, other than completely reloading the server?

1. Fdisk /mbr from Windows 98 Startup disk
2. CHKDSK /r from Recovery Console
3. Fixboot and Fixmbr from Recovery Console
4. If these fail, do a diagnostic test on the HD. If it fails, replace the HD and clean install Windows. If it passes, clean install Windows.

If the BSOD does not disappear, you may have a HW problem also.

I will try the steps from wcp on Sunday. I will post results then. Any other suggestions to try out there?
