Windows ME

My dad is currently running Windows ME on his computer, and is having trouble trying to get it to shut down. Everytime he selects “Shut Down” from the start menu, it looks like it’s about to..but, it just automatically restarts instead.

Is thereanything that you can think of that might be the cause of this problem?
