WIndows Me and Windows Protection Error

I am running WIndows ME on my PC. Every time I attempt an orderly shutdown, I get an error message that reads WIndows Protection Error. Please restart your computer. System Halted. I have checked all the software I am running to determine if a virushas caused this but to no avail. What can I do to correct this problem?
