Windows ME Help links not working – Fix?

I have a computer with Windows ME (Mellineum Edition) that is having a problem with the HELP feature within the OS. Seems the underlined “links” to other topics and such are not working. I think the user has somehow disabled this in a setting, anddon’t believe the feature is really broken, warranting an OS restore, but it’s hard to tell as I haven’t a lot of experience with ME and the user is in a remote location. Can you tell me how to fix the problem without replacing/restoring the OS? There was no help on MS KB, and ME doesn’t have File Checker like Windows 98 did but rather a utility that constantly checks for corrupt files and fixes them on the fly (or is supposed to!) so I’m stumped!
