Windows Me sees a second HD as CD-ROM

I am ensambling a new machine (which I plan to make a dual machine) with a GA-7VAXP motherboard. In IDE1 I have a HD loaded with Windows ME as master, which works good, and a second HD (40 Gig) as slave in which I plan to load Windows XP. In IDE2 I have a cd burner as master and a cd-rom as slave (both work good). The problem is that Windows ME sees the slave HD as cd-rom. I can not format it, let alone load it. I have tried the second hd in a different machine and it can not be read but the BIOS detects it as HD. Am I following the right approach? Thanks for your help!
