Windows Me Will Not Shut Down Properly

Hi! I hope you can help me with this vexing proglem.
After click the start and shutdown bottons the computer will display one of the two following items:

1. Windows protection error system halted. You need to restart your computer (this is a real drag booting up to shutdown!).

2. An exception OE has occurred at oo28:F000F841 in VxD—. This was called from 0028:codD324 in VxD NDISC(01) + 00005AA0. It maybe possible to continue normally. Press any key to attempt to continue. Press CTRL + ALT + DEL to restart computer. You will lose any unsaved. Enter for shutdown.

Somtimes I have to reboot my computer twice in order to get it to shutdown. My shutdowns are also power downs.

I believe this started after I installed a new program which one I do not know.
