Windows root/system32/hal.dll missing

So basically hal.dll is missing and windows wont start.
I have windows xp media center.
also, i have an old windows xp reinstall disc but none for media center.

I plugin the old cd, and boot from it, and select repair.
I get into the recovery colsole, which is like command prompt.

I type: xxxx —— and get

bootcfg /listboot ——- there are currently no boot entries
bootcfg /rebuild ——– doesn’t work either.

Now, I found that you can expand it or copy it directly from the windows xp disc..
So i did:::

expand i:\i386\hal.dl_ c:\windows\system32\hal.dll
(i is my disc drive. c is my hard drive)

The error i get now is that Acces is Denied.
So basically if i can get around this acces is denied error, im home free.

When i type
expand i:\i386\hal.dl_ c:\windows\system32\hal.dll

it says system cannot find the file specified.

HOW DO I GET AROUND acces is denied?
