Windows SBS 2003 Licensing Issue

I am running a single Windows SBS 2003 server and i have started to get this warning:

"Warning: License usage for a product licensed in per server mode is nearing
the maximum number of licenses purchase. Consult the Application event log or
Licensing from the Administrative Tools folder for more information."

After looking under the Licensing section in Sever Management it says there are:

Installed Licenses: 5
Maximum Usage: 14

With nothing displayed in the License list box.

We currently have 17 Users (inc Administrator), there is also 2 other users used for our Fax and HR Software.

Users have also began to be denied access to shared folders on the server, once another user has ended their session the first user is then allowed access again.

I was wondering what is required to overcome the problem? And if it is due to licenses is it still possible to get SBS 2003 licenses?

Another quick question, will there be much effect on the running of the Active Directory and SQL Server if i upgrade to the Standard Version of Server 2003 or to 2005/2008?
