windows server 2003 IIS localhost Optimizing Bandwidth

Hi,I would like to test my web application in varying network
conditions, ranging from localhost full speed to low badwidth (ie.
8.kbps) and variable latency from milliseconds range to seconds
range. how can I do it in my pc local host?

I have a Windows Server 2003

Please Help I need it ASPS
