windows server 2003 licensing – urgent

Hi,
I am in urgent need of some help with microsoft licensing. I have to setup a network with about 60-100 users who will be using a number of services. I expect to have about 10-12 windows servers ranging from a domain controller to hris and intranet servers. do I have to purchase 60 cals for each server?
