Windows Server 2003 not allowing ftp (and possible other services)

I am fairly new to system administration so bare with me. We have set up a new Windows Server 2003 server and we used to have Windows SBS 2000 prior to this. When we had the 2000 server all clients were able to ftp out to the internet. After the 2003 server was installed only the server can ftp out, clients cannot. I am using McAfee Viruscan Enterprise 8.5.0i on all the clients machines including the server. I have tried rebooting a client machine in safe mode to see if mcafee was causing problems, but it still didn’t work. Any ideas what I’m doing wrong? Oh also I’m not able to RDC into the freshly setup Terminal Server for Terminal Services.
