Windows Server 2003 SBS Internet restrictions

I need to allow a user access to a pop3 email account, but deny them access to the internet. How in the world do I do this?

is sbs serving the pop3?

if so then stop access to the internet from the router and not the server. sbs isn't equipped for that anyway.

No, the pop3 is served from our webhosting provider.

Configure Exchange for POP3

your ISP should have provided you with POP3 mailboxes to use

With the 3D modeling program that is being used, exchange was making all work off the server excruciating, so they disabled it. Is there any other way around it, or my best bet just to set up exchange?
