Windows Shutdown Problem

It has happened before with W98 and W98SE and now with WinME. The computer has a Pentium II Motherboard with a 400Mhz Processor and it is ATX form factor with an ATX Power Supply. It used to shutdown completely (power off) after issuing the command from Windows (Start, Shutdown, Shutdown). Now it stops at the screen which says ‘It is now safe to shut down your computer’. We erased the whole WIndows directory and the system.1st in the root directory and Installed Windows ME full retail version. It is doing the same thing. There must be a way to fix this.
