Windows Socket Error

I have a user who’s Win 2000 pro machine boots up, but no icons or taskbar appear. She goes to task manager and all of a sudden icons show uo, but she receives error message: “Windows socket erroe: only one useage od each socket address (protocal/network addres/port is normally permitted (10048), ON api “BIND”
aNY ONE EVER SEE THIS BEFORE?
