Windows socket interface

I am running windows 200 prof, with pc-cillan anti-virus software. For some reason I had an initial error of unable to initialize windows sockets. This was related to pc-cillan. I have uninstalled the anti-virus software and these errors have dissapeared. Now the problem is whenever I try to ping anything I get an error saying “unable to initialize windows sockets interface, error code 0”. I am unable to get a network connection through a dial up connection or on a network. Any suggestions?
